Black Screen and Continuous Restarting

ok, My desktop PC - It starts up fine, then when you attempt to restart it, it powers off, then shows the expressgate welcome screen on my motherboard, then goes back to black screen, and then continuously repeats this.

The only way to fix it, is to unplug the power, and use the power button to drain the excess charge in the system, then restart and then it works perfectly.

Anyone know how to fix this problem so I do not need to do the power drain step?

Dear Sir,

The problem might be coming from either the graphic card or its driver. Please consider checking the source of the problem and indicate for proper help.
