My problem isn't a virus

I dont have a virus, I've ran the malicious windows thing in safe mode. What happens with me is I get to the windows welcome screen and then laptop just goes blank and isn't loading anything up. I went to task manager, but everything just comes up with the message "windows cannot access the specified device path or file, you may not have the appropriate permissions to access the item"

somehow .ini has been deleted!! In safe mode add new administrator user without deleting any user. start up and u should be able to get in,once there tranfer everything to new user !1 goand delete old user if u want
