Laptop shutdown won't power OFF Closed

Question

HI, I have a Dell Inspiron 5150 laptop. I have checked Power Mgmt in Control Panel but can't seem to find how to get my laptop to turn off at SHUTDOWN. Start/Shutdown does shutdown Windows XP but the power light still is lit. I have to hold down the Power button for 30 sec. for it to actually shut OFF. Any ideas?

Dear Sir, 

Is there any beep sound when you switch it on. If you see that there is nothing happening it might be that the battery is out of charge or the problem is sourcing from its power supplying unit.
