Windows keep restarting without login screen

OS - Windows XP

After the pc was switched on, a screen opens showing instructions showing safe mode options etc., . I select safe mode > Enter , then the window screen shows up but instantly the safe mode screen shows up.

It is not going to login page.

Please suggest me how to trouble shoot this by myself.
