This sounds like a hardware issue. I would first try an external keyboard to comfirm that the keyboard is a fault. Then download the dell manual for instructions on removing the keyboard. Ebay is a good source for replacement keyboards.

I would use a usb port keyboard to see if the left side works there...
If it does see if there are some driver updates that may help...
Last suggestion,,,, With the computer off and unplugged spray water on to the keyboard with a spray bottle....on the left side generously then lay the keyboard face down on a pile of very absorbent toilet paper...wait about 3 hrs then try it again.( this is the soda spill trick)!
