Cannot download Live Messenger

Hello,
Expat currently living in vietnam,
Im trying to download the the latest Live messenger, i currently have a old version.
Upon going into dwnload screen an clicking dwnload,the screen indicates i have no internet connection this page cannot be displayed.
please help
