It all depends on the number of licenses on the CD. If you have two, you are okay. If not and you install on the new laptop, you will not be able to register and the installation will fail. If you try to bypass registration you will get messages that your copy is not genuine.
You must therefore contact Microsoft who will require certification that you have removed the OS from the previous machine.
