Laptop won't boot; desktop,no icons

Hello,
My Dell Latitude laptop running XP won't finish booting. I get to the desktop but have no icons and no functionality on keys, right or left click. Not even CTRL ALT DEL. Twice while booting it's run CHKDSK and fixed (?) registry errors but still no boot. I hear a dull slow click from the HDD in the background but other than that its stuck with my wallpaper showing and I can't do anything at that point but shut down with the power button> Anyone have any advice for me?
