My laptop comes on and then turns blue

Hello,actually was trying to uninstall windows vista and then it hung and the computer went off and thats when the problem started

i put on my laptop it comes on starts to boot and then it turns to blue with a message that i quite cant read but i see something like contact system administrator and it goes off and starts rebooting again. wats wrong with it.
