HDD Format

Hello,
Need to format HDD and returrn to FAT32 in Vista Home premium.
Laptop Toshiba L300 seems awful slow.
Where can I get an Open Source Formatter
Help if you can please.
Sick of these sites which say free but are actually running a fraud by not saying they are only supplying a FREE SCAN,
which I would not mind if there were a free trial period.

Vista can't run with FAT32

Thanks for the info, Vista won't run on FAT32.
However I still need to find a free or open source HDD Formatter, having trouble finding one.
