Unable to browse with any browser...help

I have spent the last two days troubleshooting a problem i have on my home pc where I am unable to browse the Internet. I am able to ping any site without issue, my wireless works and I can surf from my laptop so it's not the router. I have ran the winsock fix, reinstalled the OS, uploaded a new Browser, ran the Norton Removal kit and still no success. I check the Local Area Connection on the PC and it states that I am connected nut the packets received seem to get static after initial start like something is stopping the communication. I removed all AV without any positive results. Has anyone seen this before? I am almost ready to just break down and a buy a new one but I can't let this beat me. Also have reinstalled almost all drivers I can think of. HELP me please.

Please consider cheking whether the problem is not coming from its firewall.
