My Dell laptop will boot up but stalls

My Dell laptop boots up to 90% then stalls and gives me a blank screen. I have had the hardware checked and it is OK, but how do i back up my files so that I can reinsatll when i cannot get to my main screen?

Try Safe Mode - before initial screen of Windows press F8
