My utorrent doesnt give its maximum

Hello, plzz help me out............. I am using windows 7, utorrent version 2.0.2.

Whenever I am net browsing like opening google, facebook sites it gives it's maximum download speed (near 100 kb/s) but as soon as I close my web browser the speed falls down to 5-10 kb/s,

Please tell me if there is a solution to this.
