Hello,
Is it totally not responding?
What is the make and model? What is your OS? How old is the PC? Have you recently installed or uninstalled software and hardware?
Regards

Oh Boy!
A 5 year old + HP still surprising it should fail.
If you try to boot in safe mode and you still do not get any response I am afraid that you have a major motherboard problem which can only be repaired physically by a qualified technician.
On our end, in a forum, it is impossible to work on a dead corpse.
Best regards
