It's an issue of ownership and permissions. From Start | Help and Support
search on ownership or see this:
HOW TO: Take Ownership of a File or Folder in Windows XP
https://docs.microsoft.com/en-us/previous-versions/windows/it-pro/windows-server-2008-R2-and-2008/cc753659(v=ws.11)?redirectedfrom=MSDN
If it's XP Home you'll need to restart in Safe Mode and login to the built
in Administrator account.
