Monitor goes blank

Hello,
my monitor went blank today after a brief blue screen (like the blue screen of death) that only lasted 1 second. When I do a power down and try to turn it back on, it looks like it is starting up but nothing is happening. When I leave it alone for several minutes I can get it to start to boot but the same thing happens, 1 sec blue screen then nothing. I have changed the monitor card and reset the bios to no avail.
