Online Cs Server Problem

Hello,

I hav cable net and me and my frnd ip's are added in Online server list bandwidth. my frnds server r showing but not mine. when i type the IP nd after pressing ENTER nothing happens i also change my ip address to my frnd ip address but nothing happens same problem.. Plz tell me wht to do??
