Remove the graphic card clean it then fix back and also check power connectors on board refer too manual provided with it if unsure of the connections.

The problem could be with your power supply connections.
1. Make sure that the 4 pin power supply connector is seated firmly into the motherboard. This provides power directly to the cpu. Just because the cpu fan is spinning doesn't mean that the cpu itself is getting adequate power.
2. Make sure the 6 or 8 pin power supply connectors are connected firmly to the graphics card itself.
