Problems with passwords

Hello,
Im having trouble with the password in administrator, and there is only one administrator on the computer which I cant get in the the guest has access but is limited the windows program im working under is (windows vista basic home) Ihave tryed shutting down and going into safe mode but it wont let me go on the Administrator or guest account only in normal mode please help me
