How to get the files off of a hard drive

Hello,
My old laptop died, so I bought a 'USB 2.0 to Sata IDE' cable because a techie at Best Buy said that that would be the easiest (and cheapest) way to go about recovering the files from off of it. The computer I have it connected to recognizes that there is new hardware connected to it, but the second hard drive does not appear in 'my computer'. It does however show up in disk management and says that it is offline.
Does anyone know what I need to do in order to get access to the files on it?

Hello,
Try this 1.
Click on Start --> In search box, type diskmgmt.msc and press "Enter".
"Disk Management" window will be opened.
Now right-click on the "Offline" tag and select "Online".

so your problem here is the external drive which doesn't appear in my computer right?

I have no idea about it. But i would suggest you to take online backup in future as it is more reliable and there is no worry about data destruction as you have already faced. There are many online storage service such as Google drive, Open Drive, Dropbox etc. I personally use open drive, it is affordable as well as reliable service. Hope my advice will help you in future.
