You should be talking about the taskbar, just drag it down, that's easy!
Dear Sir,
Click on the taskbar and keep your finger on the right click until you have finished dragging it down. You will find that you are also able to bring to the top, left and right of the screen. It is all about personalizing your computer and this is why these possibilities exist.

Thank U Sir for your reply to my question about moving Taskbar. Although I still am unable to move it to the bottom of screen, I will continue to work on it. Thank U. junecr
