Hello,
the phone in question does not even start-up without a sim card in it. kindly advise me on what to do

Hi,

Is the battery charged?connect adapter to it and try to turn it on.You mentioned that it does not startup without a sim so it starts with a sim when inserted!!Please put some light on it.

You should refer to Faq as no help is provided for unlocking mobile phones (forgotten security passwords):
