Virus Keeps Hard Drive From Loading

My Toshiba Satellite got a virus and now Windows XP will only go to the logo for 1/2 a second and then go back to the bios start-up. None of the F8 functions work - including the last known configuration because it simply kicks me back out to a restart. I hit F2 and F12 to try to boot from both the USB and the CD ROM, but the computer won't boot from either one. I tried multiple USB slots, with no luck. What do I do now -- physically yank the hard-drive out and have a geek-squad magnetically erase the drive and then try to use my back-up portable hard-drive to clone to the computer's hard-drive? I have Easeus software and WhiteCanyon's WipeDrive, but can't get the CD ROM going. Any advice is greatly appreciated. FYI, if I leave the computer alone, it goes through a continuous crash-restart cycle.

The Intel boot agent also does not work -- which indicates the CD ROM isn't kicking in.

I also do not have any XP disks.
