Dell Factory Settings

I'm using a Dell Latitude D600 (Bad, I know) and I've just recently wanted to restore it to it's factory settings but it didn't come with the disc to reset it.
People say to just go to Start > All Programs> Accessories > System Tools > System restore, and it'll let you choose a restore point, but that still makes my computer act very slow.
Is there any way I can revert it back to it's factory settings without a disc?
It's a Dell Latitude D600, OS Windows XP Pro.
Also the standby button is now shaded grey and won't let me click it, is there any way to fix that?

Hi,

You definitely need the recovery cd if you want to perform a factory restore else format system using a windows installation cd followed by drivers one by one.
