I Get an error when trying to download things

Hello, I Am encountering a problem and i came here seeking help.
When i try to download things i get the following error


Downloading C:\DOCUME~1\Owner\LOCALS~1\Temp\Oe+6Vvi4.msi.part

C:\DOCUME~1\Owner\LOCALS~1\Temp\Oe+6Vvi4.msi.part could not be saved, because you cannot change the contents of that folder.
Change the folder properties and try again, Or try saveing in a different location.


I Have tried changing the download location, But when i set it to give me the option to choose i still get the error, And it won't let me browse or enter an address.

I Tried to track down where it was downloading to, And i found out it was trying to download it into an installation file.

If anybody could help, I Would be very grateful.
