My computer will not shut down and cannot see the start button. Closed

Hello, 

My husbands computer won't start or shut down. It won't let you cancel the screen that keeps coming up. It says to repair and reboot but when you click on the proper spot it reboots and goes right back to the repair page. Why is this happening and how do you fix it?

Configuration: Windows 7 / Firefox 4.0.1
