Need Excel Macro

Hello,

I am looking for a function or macros to compare two cells in two rows and return True if it has partial match. And one more condition to search cells P4 & P5 are same.
Example:
K4 K5 P
Row 1: TFPCYO317120 2816000006FS 50210450
Row 2: yyyyyy O317120 50210450
If P column are same values 50210450, then check TFPCYO317120 is partially match with any other cells like O317120 and return true.
