Black screen white cursor

Hi,
i recently purchased a computer from cyberpowerpc on the 13th, and i got it on the mail today the 23rd and when i turn on my computer, my computer doesnt load and all i see is a black screen and my mouse cursor and the most apm im getting at the moment is me moving around a white cursor and right clicking and left clicking hoping for a change. i put in the windows 7 cd, vega cd, and the motherboard cd but there seems to be nothing going on, please help me.
