Speed always depends on the bandwidth that you have selected.
Since you have selected 512Kbps then the download speed will be around
64KBps. It keeps varying at 64KBps. Due to network bursting you may even get
above 16KBps.
But you can try "TCP Optimizer". Click on the below link and download it.
