This sounds like you have the "Num Lock" feature turned on. It will type numbers for the UIOP - JKL - and M keys when it is activated. You turn it on and off using the Function (Fn) key at the same time as the Num Lk key (F4 on most Dell's).

It looks like Dell has removed some of the useless keyboard features. But they might have problems with their "QuickSet" software. You might want to download the latest drivers from Dell and/or try this procedure:
You might be able to turn numlock on/ off by holding down the windows key and pressing R, type OSK and press enter. The Windows onscreen keyboard will appear, and there might be a numlock button on that.
I would try the OSK (On Screen Keyboard) clicking on the keys that are giving you problems. Successful OSK operation might indicate a hardware problem with the keyboard. Replacement keyboards can be found on Ebay.
