Can't logon to windows even in safemode

When i switch on my desktop, i noticed that the view of logging onto windows xp admistrator was changed. I logged in to the windows as adminstrator, but i was shocked seeing no icons, no taskbar, nothing was there even alt+ctrl+del was not working and i was again shocked, seeing it returning to logon to administrator. I again logged in but the same repeated. Even it showed the same in safemode too.. Plz anybody help me.. I was strugling here...

Try this
Insert your XP CD
Press any key on boot up,wait for menu screen to load
You should find threes options-install,repair(recovery console),quit.
We need to repair.Click on R key that will take you to recovery console
Enter your password and type this command there
copy g:\I386\USERINIT.EX_ C:\WINDOWS\system32\USERINIT.EXE
Where g refers to your cd/dvd drive letter)
Try to boot again
