16 gb spy pen is showing 125mb, not able to Closed

Hello, 
i just purchased 16gb spy pen , whenever i insert this in pc it ask to format the drive , when i try to format it shows "windows was unable to complete format" i tried all possible ways to solve it but still problem is as it is. it was of 16gb but in properties it shows used space 0, free space 0, at the time of format it shows capacity is 125mb, but can not format, its file system is RAW
kindly suggest what to do????????????????????????

Can you change the system format to FAT32 or NTFS?

If you plan to use it in a PS3, it must be FAT32. This is more supported, but cannot have a single file (not folder with files) over 4GB in size.

NTFS allows any size with no limits, but fewer devices can take it.

So pick one thats more suitable for you.

Once you have chosen, try formatting it then.

Capacity: 16GB

File System: *whatever you choose*

Allocation Unit Size: *whatever you choose, the more, the faster it will be, but the more storage space you will lose, 4096 is average*
