Computer screen looks like static?

Hello.
My problem is whenever I try to turn on my computer, the first thing that appears is this screen with statics.
My computer was fine the last I used it. I turned it off to go out for an hour and when I got back home to finish my work. what's wrong? Is there any way I can fix this?

Probably a bad video card and/or a failing monitor. You probably need to take it to a repair shop.
