I need help rebooting my laptop- blackscreen

Hi , okay i have a dell laptop & windows will not pop up it has a blackscreen everytime I turn it on I've tried taking the battery out, plugging the cord in without the battery in the laptop but that doesnt work so what other prodcedures can i try? Help Me Please!

have you used the laptop before? does it have windows installed?
