Testingcheatsenabled true wont work for sims3

I recently bought it through steam, and it has always worked for me! I know how to use it very well, even the shift + clicking on stuff. But now when i type in " testingcheatsenabled true" nothing happens, like even when i click shift on stuff. I have windows 7, so idk the problem
