Do you get the Manufacturer's Logo or the Windows Logo displayed?
If the answer is YES - then:
I suggest you try F8 when you see the Windows Logo - that should get you into "Safe Mode" and prove that the OS is still working. If you have Vista or Win 7 you can do a "repair" from the DVD. For XP Google "XP repair/install" to see how to re-install XP.
