First two questions.
1. When booting, tapping F8 can you go into safe mode?
2. When on the Intel screen, what happens if you press alt+ctrl+del ?

Yes of course, there is always a solution.
Since the system does not respond to any command to launch your XP operating system, insert your first XP CD and boot. You should get a repair or restore option.
If the above fails, a qualified technician should check both your motherboard and hardrive for a possible circuit failure.
