Explorer.exe not work

Hello,

recently I had to make changes to timedate.cpl using restorator ......!!
Unfortunately after I restart explorer.exe does not work as before ...!!
I can not open any folder, can not open OS: C,, can not open DATA: D,, Personalize and all matters related to explorer.exe ...!!
I have been using the system restore but it still does not work .....!!
is another way to solve this problem?

at least to save the file ....
is there a way other than using a live cd or live usb for my laptop had a problem booting the system ....?
