Black Screen with cursor

Hello,
Windows 7, built myself
Just recently my computer has been acting up for example error with harddrive and audio problems( sound skips makes noise) I "fixed" the audio program and restarted next thing I know, i have a black screen and a cursor and the only thing I can do is open up task manager. I have been looking for ways to solve this problem but nothing seems to work. (example: open up safe mode and try to restore my computer to a before save but cannot do that because the window will not respond. Also tried typing in a new task:explorer, etc, etc but cannot do that because it does not work and will not respond
Any help is appreciated
