my laptop Toshiba turns on but its a black screenClosed

Hello, 
well I want to start my PC but I can't even get it to start up in safe mode. I have windows seven n i want to load that disc but i can't see, i had it on prompt screen once n know it seems  to disappear. Please help me
 

Configuration: Windows / Internet Explorer 9.0

Hi,

To fix this issue remove your battery then hold on pressing the power button for 60 seconds.Then connect your power adapter to it and power on,after having it successfully booted make a shutdown of system then connect back the battery followed bay power adapter.

I did n nothing happened still the same I also took out memory ram for couple minutes to n did the same thing n nothing  :-(
