Hotmail account blocked (HELP PLEASE)

I hope someone could help me... I really don't know what to do. I tried to check the forum, but I could solve the problem.
My hotmail account was blocked, and there is no way to enter.
This massage is always appearing:

Your account has been blocked
Why are you seeing this?
