Hi brendancao,
As you mentioned after you deleted the harmful file from your computer the problem started, it seems the problem is with the Windows Operating System however, the computer boots fine to the Safe Mode. As you have already tried to update the Video Drivers and still the issue remains, I would request you to Restore your computer to an earlier date when there was no problem. Please check the below mentioned links for details on how to restore your computer to an earlier date:
