You have a virus/worm infection/attack.
You can try to recover. But, it may be best to wipe the computer clean and reinstall Windows. If you have important data that is not backed up externally I would boot from a Linux CD and copy it to an external drive. The latest generation of worms takes too much time and expertise to justify recovery of Windows in place. It take far less time to reinstall. After you have reinstalled Windows and your applications, a program such as Norton Ghost can create a backup image on DVDs that will simplify restoring your PC in the future.
