After plugging in the device, go to device manager (In run type "devmgmt.msc") In Device manager go to "Universal serial bus controllers" It should list the storage devices that you have connected to your PC. Right click and then click "Uninstall. Remove the drive and restart your system.
Try connecting the device again. I think this should solve the problem.

Hi DREWStars,
One tip that you might find helpful in this situation is that you should check if this memory card was password protected using the device in which it was being used earlier, such as a camera or a mobile phone. In my case I was able to remove the password using my phone and then Windows XP would detect it correctly. You can check the below mentioned link for steps on how to remove Memory Card password:

I used the SD Card on my Wii, actually :P
