Windows HELP AND SUPPORT start autometically! Closed

Question

i am using a Toshiba C660-15R LAPTOP with windows 7 home premium 64bit,
everything was okay before but
from last few week it's causing me hell trouble.
EVERYTIME I START  IT WINDOWS HELP AND SUPPORT APP START AUTOMETICALLY AND I CAN'T 
CLOSE IT. EVEN IF I OPEN ANY OTHER PROGRAMM LIKE NOKIA SUIT ,AVAST,
CHROME the help and support option of the app start autometically
and i can not close that window. even i can not work with any app because
it go hang with appearing the help window. I TRIED BOTH SYSTEM RESTORE AND CLEAN RE-INSTALL
OF OS. please help me! there is no technician in my touch. i use avast av and it is updated
so please help me .where is the problem hardware or virus?

Hi Ahmed.Rafi,

This problem might happen because of the "Services" starting with Windows Startup. Try performing a "Clean Boot" and check if the issue resolves. Please check the below mentioned link for steps on how to perform a clean boot:
