                    Hi shubhambhoyar,
Try booting with a bootable disc such as an Operating System or Drivers disc. If the computer boots with the disc every time, the problem might be with the Operating System or Software. Is the optical drive firmware up-to-date? If not, please update the firmware using the link provided in my previous response.

                    Hi shubhambhoyar,
Please try these steps and reply with results:
1. Run Optical Drive Troubleshooter from Windows 7 Troubleshooter. Click here to access Windows 7 Troubleshooter for Optical Drive.
2. Run Dell 32-bit Diagnostics on Optical drive. If test fails, reply with the exact text of the error code. Else, follow next steps.
3. Download and Install the Latest Optical Drive Firmware and BIOS from support site. Restart the system. Click here to download the latest BIOS. You can access other drivers from here.
Note: Plug your computer to a good, working UPS before you update the BIOS. If you experience a loss of AC power or a significant voltage sag/spike during the BIOS flash, you will either have to buy a new BIOS chip or buy a new motherboard.
