i have a dell laptop and the display broken, now using external monitor.my system out need to format.how to format my laptop using external monitor? i dont have money to buy new Dell LCD screen.

I don't think that it's possible to use an external monitor when reinstalling Windows. The Windows installer probably doesn't have the drivers needs to detect and use the external monitor.
