Can I install a fix with out the internet?

Hello,
I am using another computer to send them email. I can not use my computer and internet at the same time because when the internet is turned on it automatically shuts down my computer, can I purchase another fix that can be installed without the internet? Please let me know what I can purchase at a store to fix the virus or problem that is causing it to automatically shut down when the internet is turned on. I can't even get on the internet because my computer shuts down too fast.
