Connected to the internet an dconnecting to the email server through the internet is two different things. Check your server settings.

That's very easy !
Call you Internet Service Provider and ask for the pop (receiving) and smtp server (sending) adresses, then you configure Outlook. I trust that you have entered your user name and password.

Looks like you are connected to internet but not with email server. You need to check your server setting.
