My cpu won't boot

I have a problem with my PC. my CPU doesn't boot when I switch on it only gives me a sound and red light blinks. what could be the problem because not long ago it was just doing fine until my young son accidentally pressed the power button on the CPU while it was still starting windows.

1. Disconnect everything
2. unplug power
3. push 2-3 times the start button to eliminate remaining current
4. reconnect everything
5. Push the start button
